<br />.... <br />CJ1 <br />..,.,. <br />CD <br /> <br />Quality Control Division is one of the prime objectives of this first State/EPA <br /> <br />Agreement. The Division has developed goals and objectives, prioritized the <br /> <br />laundry list of functions that need to be accomplished. The Division's work- <br /> <br />load goes well beyond available resources and they have many statutory respon- <br /> <br />sibilities to carry out that are not part of the Commission's program, so it <br /> <br />is especially important for the Commission to articulate and prioritize their <br /> <br />own goals. <br /> <br />At a Division/Commission workshop held in October, the Commission members <br /> <br />firmly stated that the single most important goal in their minds Is the completion <br /> <br />of the Water Quality Standards. Unfortunately, this activity did not even appear <br /> <br />on the list drawn up by the Division. Primarily development of stream standards <br /> <br />has been a Commission activity and when Division goals and objectives were pre- <br /> <br />pared It was assumed that the Standards would be completed and adopted. All <br /> <br />day sessions will be planned to continue the discussion of Division/Commission <br /> <br />pr iori.t les. <br /> <br />The Commission adopted new Water QualIty Standards on May 2, 1978, which <br /> <br />became effective on July 20, 1978. Although these new Water Quality Standards <br /> <br />are presently In effect, the Commission has decided to re-open the hearing with <br /> <br />the possibility of amending these standards. A hearing was held on November 13, <br /> <br />1978. It is now expected that the classification hearings should commence In <br /> <br />May, 1979. <br /> <br />Hopefully the format of this State/EPA cooperative agreement will serve <br /> <br />as a decision document which reflects important decisions on environmental <br /> <br />programatlc problems at the State and areawide level and can show the process <br /> <br />by which these problems will be solved. The document can serve as a commu- <br /> <br />nlcation and Information tool which will be useful to EPA, the State, areawide <br /> <br />- 4- <br />
