<br />3) The Associate Director for Health Protection holds semi-monthly staff <br />..... <br />~ meetings for division directors and the technical secretaries. These meetings <br />w:.- <br />OO give continued opportunity to highl ight and focus on program integration. There <br /> <br />has always been Informal communication among the divisions, and between indi- <br /> <br />vidual staff members who have cooperative responsibilities. These linkages will <br /> <br />now be Identified formally and will be carefully spelled out in future State/EPA <br /> <br />agreements. <br /> <br />4) A program of Management Training was recently conducted for all the <br /> <br />division directors, section chiefs and the administrative staff of environmental <br /> <br />programs. This included 40 classroom hours of academic work plus individual pro- <br /> <br />gram analysis. This training provided the opportunity for discussion of new <br /> <br />budget and management tools for more effective operation of environmental pro- <br /> <br />grams. 1he incentive to prepare a consol idated grant appl ication should be in- <br /> <br />creased by this training experience. <br /> <br />5) Another interdepartmental coordinating mechanism already functioning <br /> <br />under the Director for Environmental Programs is the Energy Development Review <br /> <br />Group (ERRG) of technical staff which meets regularly to coordinate the energy <br /> <br />permitting process. The integration of the permitting process is a long range <br /> <br />objective and will not lend itself easily to integration without careful legal <br /> <br />analysis. <br /> <br />One of the complexities in the water and air quality management programs <br /> <br />In the Department of Health is the statutory assignment of two so called Type <br /> <br />Commissions to the Department of Health. 80th the Air and Water Commissions <br /> <br />have legal authority to set pol icies and administer air and water qual ity pro- <br /> <br />grams. They operate with support from the Health Department staff. but legally <br /> <br />they are pol icy making entities with separate authority.
