Solutions can be consIdered that may Involve crossIng traditional <br /> <br />organizational boundaries. Above all, it will be slmple,r for.,other levels of <br /> <br />..... <br />'" <br />~ <br />a,J <br /> <br />government and Interested cItizens to access the public process and become more <br /> <br />actively involved In the development and del Ivery of envIronmental prog~ams. <br /> <br />In Colorado, the envIronmental programs for air, water and sol id waste <br /> <br />are located in the Colorado Department of Health, with the exception of the <br /> <br />208 CoordinatIng Unit which origInated In the Governor's office but currently <br /> <br />Is housed In the Department of Local Affairs. Institutionally, all of these <br /> <br />programs function under the AssocIate Director fo Health Protection, who is <br /> <br />also a member of the 208 Executive Committee. There are several adminls- <br /> <br />trative changes that can be made within the given organizational framework to <br /> <br />facillt~te the proposed Integration of the environmental programs. Some of <br /> <br />these organizational approaches Include: <br /> <br />1) The establishment of a position for fiscal manageme~t for all envlron- <br /> <br />mental programs. This person would have responsibility for developing the <br /> <br />budget proposals (State and Federal) ,and grant applications for each of the <br /> <br />environmental divisions and could easily be the focal point for managing the <br /> <br /> <br />level of program Integration required for the State/EPA Agreement. <br /> <br />2), A position of program adminiStratIon and policy development within <br /> <br />the Office' of Health. Protection. This person can be instrumental in provld- <br /> <br />Ing the mechanism for Integrating publIc Involvement between various environ- <br /> <br />mental programs such as the 208 Pc!> 1 Icy Advisory Group, Safe DrinkIng Water <br /> <br />Advisory Group and the.Solld Waste AdvIsory Group and Ad Hoc Committee for <br />Hazardous Waste.' When' the 205(g) delegation Is completed there will be a <br /> <br />public participation staff posItIon for the Construction Grants Program, This <br /> <br />indlv'ldual will work closely wIth the staff members described. above. <br /> <br />- 2 - <br />
