The portion of Senate Report No. 2178 pertinent to this

study is as follows:

"Delivery of Colorado River water to Mexico, $285,OOO.--For
the purpose of studying proposals made ill an effort to solve
the problem of salinity of Colorado River vater delivered to
Mexico under the treaty of 194-4, ,the collIlIlittee approves a
nonre1JDbursable expenditure of $285,000 from available funds.

"Recommendation by the committee of these funds does not by
any means constitute an admission or belief that the United'
States is responsible ill any degree for the quality of vater
delivered to Mexico under the treaty. On the contrary, under
the treaty of 194-4 vater delivered to Mexico ill the Colorado
River is to be I from any and all sources' and is to be I made
up of the vaters of the said river, vhatever their origin';
and therefore the committee insists there is no responsibility
or requirement on the part of the United States to assure
that vater entering Mexico is of any particular quality.

"The collIlIlittee directs that the studies vhich are to be made
with this money shall not encompass a solution requiring
that vater delivered to ~exi.co from the United States bypass
the Morelos Dam; require that all vater delivered to Mexico
from the Colorado River be charged against Mexico's allot-
ment as set forth in Article 10 of the treaty; and that they
include possible remedial measures in all irrigated areas
from vhich return water flows into the Colorado River belov
Hoover Dam. The connnittee further directs that in connection
with studies of proposed construction or operation on an
irrigation project, there be close coordination and consul-
tation with appropriate and responsible 'officials of such

less frequently than once every 60 days the specific pro-
posals investigated, the status of the investigations, their
costs, and an estlmated completion date of each of the pro-
posals examined,"

vere concentrated in the Wellton-Mohawk area, although salinity

sampling has been initiated at strategic points in the Colorado River

below Hoover Dam. Measures on other projects such as the South Gila

Valley Unit of the Gila Project and the Valley Division of the Yuma

Project are considered in the ult:i1na.te plan, However, because of the
