Purpose <br /> <br />The purpose of the investigation covered in this report is to <br /> <br /> <br />formulate engl.neeringly feasible remedial measures to reduce the <br /> <br /> <br />peak salt .concentrations in the vater delivered to Mexico at Morelos <br /> <br /> <br />DBIII via the Colorado River, thus reaching a permanent and effective <br /> <br /> <br />801ution of the salinity problem without recourse to proceedings <br /> <br /> <br />founded upon a judicial determination of the legal rights of either <br /> <br /> <br />country, Such progrBIII would be accomplished without jeopardizing <br /> <br /> <br />the future of the irrigation districts of the United States or <br /> <br /> <br />increasing vater deliveries to Mexico above the amounts specified <br /> <br /> <br />'in the Treaty of 1944. The various proposals submitted by the <br /> <br /> <br />United States Panel of Water and Soil Scientists to the International <br /> <br /> <br />Boundary and Water Commission for alleviation of the salinity prob- <br /> <br /> <br />lem are also considered in the report to the extent compatible with <br /> <br /> <br />congressional directives. <br /> <br /> <br />C. Scope <br /> <br /> <br />In~n~ral, the scope of the studies presented herein i8 con- <br /> <br /> <br />fined to the Colorado River operations belov Hoover DBIII, with specific <br /> <br /> <br />.emphasis on the operations of the Wellton-Mohavk Division and South <br /> <br /> <br />Gila Valley Unit of the Gila Project, and the Valley Division of <br /> <br /> <br />the Yuma Project. <br /> <br /> <br />The proposed plans of development, conclusions, and rscommen~ <br /> <br /> <br />tions are made within the framevork set forth by congressional <br /> <br /> <br />directives contained in Senate Report No. 2178, 87th Congress, and <br /> <br /> <br />by the provisions of the Mexican Water Treaty of 1944. <br /> <br />3 <br />
