To date, <br /> <br /> <br />neither the United States nor Mexican panels have publ.1cly issued <br /> <br />a report, nor has a joint report been agreed upon. However, a <br /> <br />Memorandum Report by the United States Panel has been considered <br /> <br />in part herein. <br /> <br />On June 30, 1962, the Presidents of the United States and Mexico <br /> <br />issued a joint communique, of IIhich the belov-quoted portion is <br /> <br />pertinent to the salinity problem: <br /> <br />"In relation to the problem of salinity of the waters of <br />tbecoJ..oraao~ver, ilie tllO Presidents discussed the studies <br />vhich have been conducted by the scientists of the tllO <br />countries.
