Kennedy ennounced that" . . .the objective of the two Governments

is vithout prejudice to the legal rights of either country to agree

upon and actual.l.y put in operation remedial measures vi thin the

shortest possible period of titne. , .." The Presidents instructed

their countries' representatives on the International. Boundary and

Water Commission to recommend within 45 ~s steps to be taken.

Each country appointed a panel of vater and soil scientists to

study the problem and prepare the necessary reports. To date,

neither the United States nor Mexican panels have publ.1cly issued

a report, nor has a joint report been agreed upon. However, a

Memorandum Report by the United States Panel has been considered

in part herein.

On June 30, 1962, the Presidents of the United States and Mexico

issued a joint communique, of IIhich the belov-quoted portion is

pertinent to the salinity problem:

"In relation to the problem of salinity of the waters of
tbecoJ..oraao~ver, ilie tllO Presidents discussed the studies
vhich have been conducted by the scientists of the tllO
countries. The tvo Presidents noted that vater which the
United States pl.a.nB to release during the vinter o:r 1962-63
for river regulation and such other measures as may be
immediately feasible should have the beneficial effect of
reducing the salinity of the vaters until October, 1963.
They e~ressed their determination, \11th the scientific
studies as a basis, to reach a permanent and effective
solution at the earliest possible time with the aim of
preventing the recurrence of this problem after October,
1963."

In the latter part of June, 1962, the Bureau of Reclamation initiated

studies on the problem. The recommendations and conclusions contained

herein are the results of these studies,
