<br />River between the mouths of the Animas and La Plata Rivers with the
<br />addition of the project return flows from Farmington. During the
<br />spring runoff period the flows of the San Juan River at Farmington
<br />would be decreased by an average of 9 percent. During the
<br />remainder of the year the flows would be decreased by an average
<br />of 12 percent. In a wet year such as 1973, the monthly effect of
<br />the project would range from 2 to 15 percent; in a normal year such
<br />as 1966, the effect would range from 5,to 42 percent; and during
<br />a dry year such as 1977 the effect would range from 2 to 33
<br />percent. Monthly flows of the San Juan River at Farmington in
<br />representative wet, normal, and dry years are given on the
<br />following table and Figures 19 through 21:
