<br />
<br />with the project, the La Plata River would have considerably more
<br />flow than at present in the 14 miles between the La Plata biversion
<br />Dam and Southern Ute Diversion Dam because of releases from the Dry
<br />Side Canal and increased return flow. The average increase
<br />immediately upstream of Southern Ute Diversion Dam would be 60 cfs
<br />or 71 percent from April through June, 86 cfs or 64 percent from
<br />July through October, and 2 cfs or 13 percent from November through
<br />March.

<br />Almost all of the flow upstream of Southern Ute Diversion Dam would
<br />be diverted into Southern Ute Reservoir. As a result of this
<br />diversion, the average decrease in flow at the state line would be
<br />77 cfs or 91 percent from April through June, 6 cfs or 42 percent
<br />from July through October, and 12 cfs or 87 percent from November
<br />through March. If insufficient return flow were entering the river
<br />about 0.5 mile upstream of the State line to satisfy a 1 cfs water
<br />right, then releases would be made during dry periods through
<br />Southern Ute Diversion Dam to maintain that 1 cfs flow. When
<br />Southern Ute Reservoir was full and during periods of high flow in
<br />the spring, water would naturally spillover the diversion dam and
<br />flow downstream.

<br />At the river's confluence with the San Juan River, about 20 miles
<br />south of the State line, the average flow would be decreased by 40
<br />cfs or 77 percent from April through June and 4 cfs or 27 percent
<br />
