<br />, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />-6- <br /> <br />"In our opinion the comprehensive plan as presented by <br />thli, prelilninary report of the Bureau of Reclamation on <br />necessary upper basin storage, shows on its face that the <br />developme~t of the Gunnison River by the construction'of <br />darris in t!1e Gunnison River 'area would be one of the most <br />favorable: storage and multiple purpose developments that <br />could be !Dade in the upper basin states. <br /> <br />"Such ,kievelopment would lend itself to the maximum <br />productioh of electrical energy with the minimum expendi- <br />ture of money and in addition would provide storage water <br />,nec,essa:r:y'; to meet the obligations of the upper basin under <br />the Colorl1do River Compact and at the same time would lend <br />itself to, the irrigation and development of large amounts <br />of undeveaoped land in Delta and Mesa Counties, Colorado. <br />We therefore recommend and urge that co-incident with the <br />proposed construction of the Echo Park dam there be con- <br />structed _s an integral part of the commencement of the <br />program, dams in the Gunnison River area." <br /> <br />The motion was secon~ed by Mr. Neill <br /> <br />In discussing the motion, Mr. Dutcher cited the shortage of power in the <br />Upper Gunnison area, 'and the need for developing new lands and for obtaining new <br />municipal supplies. 'He emphasized that projects within the Gunnison basin should <br />be developed first a&d asked Mr. Larson if there was any connection between the <br />Gunnison River dams and transmountain diversion. Mr. Larson replied that the <br />dams would function perfectly if no transmountain diversions were made. However, <br />they could also furnish replacement storage at any future time that surplus water <br />mj,ght be available for such diversion. <br /> <br />Mr. Woodall aslted whether, in the repayment of the construction of these dams, <br />any water in them wo~ld be sold outside the basin. <br /> <br />Judge Stone explained that the dam sites were so selected that they would <br />be more than self-lituidating, and that no water would need to be sold for repay- <br />ment of their const~ction. They are necessary for regulatory purposes so that <br />the Upper Basin may l11ake full use of its allocation, out of water which is J10W <br />passing the dam sites. <br /> <br />Mr. O'Rourke, 'ud e Stone and Mr. Larson discussed the status of surveys <br />for the Gunnison Riv r dam ntes. <br /> <br />On being put t9 vote, the resolution was adopted unanimously. <br /> <br />'! <br />1 <br /> <br />o.'iL,"~ <br /> <br /><;t.; ;t~ <br />
