,

4-

.

In response to~an inquiry by Mr. Smith as to whether Curecanti and Crystal
power ,,\)uld go'to the Eastern Slope if in excess of ;.estern Slope demands, Judge
E~ assured J;lim thl!;t all possible power use would be made on the ,{estern Slope,
out that interconnections ~ere necessary in any large Lewer project, and that all
the states of the Up~er Division should be considered as the marketing area of, the
Colorado River' Storaae Project. Mr. Smith urged that Curecanti and Crystal reser-
voirs be considered ~or concurrent construction along with Echo Park. He also
suggested that the C~llbran project should not be considered as a participating
project, but as an i~dividual project because of i ts feasibilit~. Upon his
inquiry as to the st~tus of the report on that project, Mr. Larson and hr. Bennett
explained that it was being temporarily held up pending a decision by the Secre-
tary of the Interior as to policy regarding the municipal water features of the
project.

Mr. Hu~hes ask~d whether it would be a fair provision in a Congressional bill
that power revenues Drom the Storage Project be used only in the Upper Division.
Mr. Larson replied tljat this was provided for in the report.
--~ ),

At this point ~he meeting was adjourned until 1:35 P.M.

.

,

.. to to .....

Upon the"re~on~ening ;f the meeting Mr. O'Rourke stated that the State
Association of ,R. E. :'/<. Cooperatives had on several occasions gone on record as
favoring the development of dams on the Gunnison River. He feared that time was
short since there wa~ to be a reallocation of Colorado River water in 1963, and
also that Echo ;Park ~enefits would go to states other than Colorado. He there-
fore urged that CureQianti and Crystal reservoirs be considered, if not as the
initial units, then at least as to be jointly constructed along with Echo Park.

Judge Stone corrected the impression that there would be a reapportionment
of Colorado River wailer in 1963. At that time only the surplus would be allocated
and then only if eitlrer Basin had reached the limit of the consumptive use
allocated to it, '

Mr. Dodd, reprElsenting the Uncompahgre Valley Water Users Association, then
moved the adoption ot! the following resolution:

j

"

<--.

~-~~ - --

", ~t., -", ..,:f

, ',; " .i ~ < _,

.
~:.i._;__

'~-","A_.,
