<br />-7- <br /> <br />.. <br /> <br />Mr. A. j\llen ';BrO\'ll'l, representing the \'festern Colorado Water Planning <br />Association, sugges~ed five points of consideration regarding the interim report. <br />(1) Cooperation in ,securing additional funds for surveys (2) A formula for dis. <br />tribution of evapora~ion losses between the Upper and Lower Basins in proportion <br />to the benefits to e~ch Basin (3) Completion of Section 43 Page 21 to show the <br />projects outside of ~egion 4 which are to be included in revenue benefits (4) Pro- <br />tection of irrigatidp, recreation, and municipal uses (5) Assurance that power <br />would be furnished ~o Western Colorado as and when needed. He pointed out that, <br />except for reg'ulatottf storage, the benefits of Glen Canyon reservoir would be <br />small to the Upper ~sin, as compared with its capacity and cost. He therefore <br />moved the adoption of the following resolution: <br /> <br />")3e It Resolved that the construction of the Glen <br />Canyop unit of the proposed Colorado River Storage <br />Proja,tt be deferred for the tiJiJe being and until such <br />time that it becomes apparent that the Echo Park, the <br />, Gunni~on River and other units of that Project are <br />inade~uate to serve the needs of the Upper Colorado <br />River; Basin. JI <br /> <br />Tl}e motion w1s seconj:led by Mr. 0' Rourke and was carried unanimously. <br /> <br />Mr. Larson expjl.ained that there were sufficient funds to carry on the <br />investigatien work t~is year, and that a list of participating projects was not <br />available at the time of preparation of the interim report, since such projects <br />must be decided upon: by the States. <br /> <br />Mr. Breitenste n read Section (c) of Article V of the Upper Colorado River <br />Basin Compact as ass ranee that the Compact protects irrigation and municipal con- <br />sumptive uses as aga~st regulatory storage. <br /> <br />Mr. Moore, Citt Manager of Grand Junction, moved the adoption of the follow- <br />ing resolutiOri'i <br /> <br />~Be it resolved that it is the sense of this meeting <br />'held $ctober 4th, 1949, at Grand Junction, Colo" to <br />discu~s the upper Colorado River Basin Storage Prelimin- <br />,ary Repo:rt and correlated subjects; that the Colbran <br />, Project which is set up as a feasible and fully repay- <br />able project and is now in the office of the Secretary <br />of th.
