The recharge would be used in a <br />well augmentation plan and thus would increase beneficial use of <br />the integrated surface and ground water resources. <br /> <br />Planning studies continued on the Amity Watershed, a <br />Soil Conservation Service Small watershed Project. Preliminary <br />investigations were completed, and work was initiated on the pre- <br />paration of an Environmental Impact Statement. <br /> <br />2. Construction Activities <br /> <br />The Frvinqpan-Arkansas Proiect, under construction by <br />the Bureau of Reclamation, involves transmountain diversion to <br />bring water from the Fryingpan River on the Colorado River drainage <br />through the Continental Divide to the Arkansas River Basin. Sup- <br />plemental water will be furnished to lands along the Arkansas <br />River; industrial and municipal water will be provided to a number <br />of Eastern Slope cities; and the project will add substantial <br />recreational, fish and wildlife, and flood control benefits. <br />Hydroelectric power will be produced on the Eastern Slope. The <br />project was about 39 percent complete on July 1, 1974. <br /> <br />Completed features include Ruedi Dam and Reservoir; <br />Chare1s H. Boustead Tunnel; Sugar Loaf Dam and Turquoise Lake <br />Enlargement; and various railroad, highway, and utility relocations. <br />Features under construction include Pueblo Dam, Nast and Cunningham <br />Tunnels, and Mount Elbert Pumped-Storage Powerp1ant. <br /> <br />The Overall Project Draft Environmental Statement <br />was submitted to the Council of Environmental Quality (CEQ) in <br />March 1974, and public hearings were held in May 1974. <br /> <br />Legislation (HR 13816) was introduced in the <br />Congress in March 1974 to increase the authorized cost of the <br />Fryingpan-Arkansas Project from $170 million to $395 million and to <br />authorize construction of a second 100 megawatt unit at the Mount <br />Elbert powerplant site. <br /> <br />The Fish and Wildlife Service initiated planning <br />in FY 1974 on the Leadville National Fish Hatchery, a feature of <br />the Fryingpan-Arkansas Project. Final planning and design is <br />scheduled for FY 1975, with construction to follow thereafter. <br />
