<br />. <br /> <br />, <br /> <br />Metropolitan Water Supply Investigation Proposal <br />Hydrosphere, Inc. <br /> <br />Septmber 17, 1993 <br />Page 60 <br /> <br />Institutional Analysis <br />Purpose <br /> <br />The purpose of this task is to identify the major institutional issues that would be <br />associated with targeted water supply options identified and evaluated in the Study. <br /> <br />Methodology and Evaluation Techniques <br /> <br />This task will begin after Task II is underway and will focus on the most promising <br />alternatives identified in terms of yield and cost considerations. This task will assess each <br />alternative with respect to institutional issues including the distribution of benefits and costs, <br />state and federal permitting requirements, and political considerations including new <br />agreements, institutions and laws which may be needed for implementation of selected options. <br /> <br />This task will include TSC meetings as necessary. <br /> <br />Linkages With Other Tasks <br /> <br />This task will be dependent upon Tasks 5, 6, 7, 8 and II and will develop information <br />to be used in Task 13. This task will be conducted interactively with the other tasks within the <br />Opportunities Evaluation focus area in order to address all major aspect of opportunities <br />evaluation. <br /> <br />Likely Sources of Information To Be Used <br /> <br />The primary sources of information for this portion of the investigations will be from <br />Tasks 5, 6, 7, 8, and II. In addition, it is anticipated that the TSC will provide valuable <br />information and insight into institutional issues and possible approaches to overcoming <br />institutional barriers. <br /> <br />Anticipated Problems <br /> <br />Implementation of any selected option or options will likely require extensive <br />discussions and negotiations between many interested parties. While the institutional analysis <br />should identify issues that must be addressed and possible institutional approaches, special care <br />must be taken to assure that concerns are accurately characterized and addressed in a balanced <br />manner. <br /> <br />Deliverables . <br /> <br />For each selected alternative, a technical memorandum will be developed which <br />summarizes the institutional issues identified. <br /> <br />Cost <br /> <br />The initially estimated budget for this task is $15,000. <br />
