<br />.' <br /> <br />" <br /> <br />Metropolitan Water Supply Investigation Proposal <br />Hydrosphere, Inc. <br /> <br />Septmber 17, 1993 <br />Page 45 <br /> <br />Inventory of Existing Information and Tools <br /> <br />Purpose <br /> <br />The purpose of this task is to inventory existing infonnation, analytical tools and <br />ongoing studies of major water providers in order to gain an understanding and develop an <br />infonnation base of metro Denver area water supply systems sufficient to evaluate the Project's <br />identified water supply opponunities from a metro-wide context. This task would focus on <br />those infonnation areas not covered in detail by the special studies in Tasks 5 through 8. <br /> <br />Methodology and Evaluation Techniques <br /> <br />A series of work meetings would be held with major water providers and OSE staff to <br />address a range of metro Denver area water supply planning topics necessary to the conduct of <br />the Project. These subject areas would include water rights usage and ownership; water supply <br />service areas; hydrology; storage, diversion, treatment and delivery facilities; water supply and <br />flood control systems operations; instream flow and water quality issues. <br /> <br />Because Denver Water is in the midst of a major water supply planning and modeling <br />effort and given the major administrative role of the State Engineer, these meetings would <br />initially be held with key Denver Water planning staff and OSE staff. We anticipate that a <br />major portion of this task can be accomplished by taking advantage of the accumulated <br />expertise and information base of these two organizations. These work meetings would also <br />involve technical representatives of other water users based on the subject matter of the <br />meetings. <br /> <br />Additional task meetings would be held with other water management entities as needed <br />in order to develop a sufficiently complete and unbiased understanding of these areas. These <br />entities would include major individual metro area surface water and groundwater-based <br />providers and water rights holders, the Metro Wastewater Reclamation District, the Colorado <br />Water Quality Control Division, the South Platte Urban Drainage District, the U.S. Anny <br />Corps of Engineers, the Arapahoe County Utilities Advisory Board and the Douglas County <br />Water Resources Authority. <br /> <br />During the perfonnance of this task an in-depth review would also be conducted of <br />existing models identified in the initial scoping process as possibly being suitable and available <br />for the Project's purposes, and a determination would be made regarding how to best meet the <br />Project's modeling needs. If a new model were found to be needed, the basic model-related <br />hydrologic, water rights, operations and demand data would be gathered for use in subsequent <br />model development. <br /> <br />Linkages With Other Tasks <br /> <br />Th is task is pan of the Infonnation Development focus area of the Project and would <br />complement and be coordinated with the special studies tasks to insure complete coverage of <br />topic areas and efficient use of meetings. <br /> <br />The Information Development focus area would build upon the results of Scoping and <br />would precede the Model Development and Opportunities Evaluation focus areas. <br />
