<br />Metropolitan Water Supply Investigation Proposal <br />Hydrosphere, Inc. <br /> <br />Septmber J7, 1993 <br />Page 30 <br /> <br />COORDINATION <br /> <br />Meetings With Technical Steering Committee and Project Management Team <br /> <br />The Project Manager would meet with the Project Management Team on a regular basis <br />to address ongoing management issues including decision making, scheduling Project scope <br />management issues. The Project Management Team would also be involved in TSC meetings. <br /> <br />TSC will playa key role in the Project by acting as a technical information resource and <br />a "collaborative forum" for the generating and testing of water supply options and critical <br />technical issues. TSC will also meet on a regular basis to monitor progress on various aspects <br />of the Project. Regular meetings at approximately monthly intervals are anticipated in the cost <br />and schedule of this Proposal. Additional meetings would also occur specific to the conduct of <br />various tasks. <br /> <br />In order to ensure clear communications and reporting between the Contractors, the <br />Project Management Team and TSC, it is recommended that a single State Project Leader and <br />a TSC chairperson be designated. <br /> <br />Progress Reporting and Task-Related Technical Memoranda <br /> <br />This proposal includes a protocol of regular progress reporting the Project Management <br />Team and TSC via monthly progress report memoranda and task-specific reporting <br />memoranda. <br /> <br />QUALITY ASSURANCE <br /> <br />Hydrosphere's Overall Quality Assurance Approach <br /> <br />The key to quality assurance is the early detection of problems. For this to occur, all <br />individuals involved in the work effort must understand both the overall study objectives and <br />the specific requirements of their own study tasks and sub-tasks. In addition, individuals at all <br />levels must be encouraged to point out (rather than conceal) problems and be given well- <br />defined and supportive channels of communication to express their concerns. <br /> <br />It is Hydrosphere's general policy to provide briefings to project team members on <br />overall project objectives and to educate team members on the inter-relationships of project <br />tasks. Regular project team meetings are held to review progress and schedules and to identify <br />potential problem areas. All team members are encouraged to participate in trouble-shooting <br />and to suggest methods for resolution of problems and conflicts. In addition, regular meetings <br />of project managers are used as a venue for brainstorming solutions to management problems. <br /> <br />These general practices are supported by a corporate Policy and Procedures Manual, by <br />corporate financial support of individual professional development efforts, by the assignment of <br />an independent document reviewer for each project, by the use of formal software and dataset <br />development protocols, and by regular surveys of client satisfaction. <br />
