<br /> <br /> <br />Summary <br /> <br />Repayment of the.power obligation would be accomplished by integrating <br />the power function with the P-SMBP power system, the powerplant operating <br />... as a component of the Western Power Division. Under this arrangement, the <br />power obligation would be repaid in the first two years of operation. There- <br />. after, the power revenues would be used to assist with repayment of the <br />remaining features of the Pick-Sloan Missouri Basin Program. . <br /> <br />Annual benefits from all functions would total $19, 669, 500. Listed by <br />functions they are: M&Iwater, $5,401,000; power, $2,787,000; recreation, <br />$9,490,000; fish and wildlife, $503,500; and flood control, $1,488,000. <br /> <br />Based on a 100-year period of analysis at 5-1/8 percent interest, the <br />estimated annual benefits exceed the annual equivalent costs by a ratio of <br />1.57 to 1. 00. This ratio is based on direct benefits only. <br /> <br />ENVIRONMENTAL IMPACT <br /> <br />An evaluation of the project's environmental impact is currently in <br />progress by an independent consultant. Data and conclusions concerning <br />the environmental impact are being assembled and therefore are not <br />discussed in this report. <br /> <br />ACKNOWLEDGMENTS <br /> <br />The Federal agencies that made cooperative investigations and <br />contributed to the plan formulation are the Forest Service, the Corps of <br />Engineers, the Bureau of Sport Fisheries and Wildlife, and the Federal <br />Water Pollution Control Administration. Summary statements of their <br />investigations are appended as part of this report. <br /> <br />Other Federal agencies that contributed information for use in the <br />investigations include the Bureau of Mines and the Geological Survey. <br /> <br />State and local agencies that furnished information and took an active <br />interest in the investigations are the Colorado Water Conservation Board, <br />city of Aurora, and the Denver Board of Water Commissioners. <br /> <br />1.3 <br />
