<br /> <br /> <br />part--I Summary <br /> <br />channels to East Slope reservoirs for regulation, treatment, and distribution <br />to the metropolitan area, <br /> <br />\', <br /> <br />Operation of the Upper South Platte unit would be coordinated with all <br />of the East Slope reservoirs now operated by Denver and other entities to <br />optimize the use of the supplies from all sources. Of critical importance <br />is the regulation of stream flows in the South Platte River downstream from <br />each of Denver's Antero, Elevenmile Canyon, and Cheesman Reservoirs, <br />Maintenance of near optimum streamflows in these reaches, would mitigate <br />fishery losses resulting from the inundation of 35 miles of the river by Two <br />Forks and Turkshead reservoirs. Lake Cheesman, long closed to public <br />access, would be developed for limited primitive use. Facilities consistent <br />with this use would be provided at Lake Cheesman, and the recreation <br />activities would be limited to hiking, backpack camping, and canoeing. <br /> <br />The proposed facilities of the unit are Two Forks Dam and Reservoir, <br />Two Forks Powerplant, Turkshead Dam and Reservoir, Two Forks Dam <br />Visitors Center, and the required access roads and highway relocations. <br /> <br />Developments for the enhancement of recreation would consist of a <br />wide variety of facilities to be constructed by the U. S. Forest Service and <br />the attractively landscaped Two Forks Dam Visitors Center situated on <br />Russell Ridge and an aerial tramway for transporting visitors to Two Forks <br />Dam and Powerplant. Russell Ridge with its spectacular view would be an <br />attractive stopping place for tourists and local people. <br /> <br />COSTS <br /> <br />The estimated project cost, as of July 1970, is $197,725,000. Interest <br />during construction would amount to $34,417,000, and the annual OM&R expenses <br />would average $2,304,800. The costs allocated to the M&I water function <br />would be repaid with interest in accordance with the 1958 Water Supply Act <br />(Public Law 85-500). The responsibility of meeting the M&I water obligation <br />would presumably be assumed jointly by the cities of Aurora and Denver, <br />although a metropolitan water district could be formed for this purpose. <br />Level payments of $1, 951, 800 annually for 50 years would amortize the <br />M&I water obligation, including the annual OM&R expenses of $19, 800. <br /> <br />1.2 <br />
