This procedure is necessary for several <br /> <br />reasons. Under normal operating conditions the individual <br /> <br />farmers inform the ditch company of their anticipated needs <br /> <br />for the following week. The secretary or ditch rider for <br /> <br />the company then estimates the direct flow that mjght be <br /> <br />expected 80 that a determination of the amount of storage <br /> <br />water required for release from Costilla reservoir to meet <br /> <br />the total requirements can be made. Because of varying <br /> <br />losses between Costilla reservoir and the Jaroso area and <br /> <br />fluctuations in the direct flow it is unusual if the an- <br /> <br />ticipated needs and the deliveries are equal. When the <br /> <br />delivery exceeds the need the ditch company, rather than <br /> <br />spilling the water out the end of their canal system, <br /> <br />""'.,; <br /> <br />attempts to deliver the excess to Eastdale reservoir.
