Mr, Leon Bernstein, Deputy Director, Division of Colorado River
Resources, State of Nevada. May I suggest that may be premature at
this time, he is still officially designated as the PSIAC representative
from the State of Nevada except that the Governor has not taken the
measures to appoint someone to replace him. Officially he still is
the designated member,

Colonel Vandenberg, I see.
action off to the next meeting.

Under those circumstance we'll pass that
He is still working in Nevada?

-

Mr, Bernstein, Yes, he is. He is the General Manager of the Las
Vegas Valley Water District.

Colonel Vandenberg. I will withdraw that premature suggestion.
I think it's something for the Committee to consider. Among other
things, Don has always made the reservations and the schedule for
the December meeting. We ~ave to make sure that important action
is covered whether ,he ,continues to do it or whether someone else
takes it on. : .

9.

E, Steiner, State Water En ineer and
a WaterCoIiun1Ssion, 'What Is Arizona
!iems?"

Mr, Steiner's presentation is inclosed. See PART C - ATTACHMENTS.

Colonel Vandenberg. Wes, on behalf of the Committee I would like
to thank you for a very interesting and useful report. I would say
that one thing you have not done is to generate a number of contestants
for your job.

Mr. Gooch. Wes, I would like you to speak a little about the
retirement of the agricultural acreages. How is that accomplished?
Is this through status and law, or is it voluntary, or just what
vehicle do you use to bring this about?

Mr. Steiner. Well, what has happened to date Buz, has been on the
initiative of mainly the mining and power companies and more recently
the cities to purchase and without power of condemnation or least with
exercising it. I think the mines and power companies ~on't have the
authority of condemnation in Arizona. The city does, .hut the city
to date, the City of Tucson, .to date has not exercised that power.
So its been strictly a voluntary basis. A great deal ,and I think
there is considerable misunderstanding of this even within parts of
Arizona. We are having negotiations going on with a number of our
Indian Tribes now and they are concerned that their developmept may
be in jeporady because of continued growth in the state, in other areas
in the state, and there seems to be a lack of understanding that a '
~ery great deal of the growth that's taking place now is taking place
at the expense of agriculture, An example of that, the Salt River

{

t

I

, toO,

B-lO
