<br />(') <br />',.) <br />.... <br />(,J;l <br />N <br />-J <br /> <br />BACKGROUND OF MEETINGS <br /> <br />Purpose <br /> <br />In March 1974, the Chairman of the Water Resources Council, <br />Rogers C. B. Morton, asked the Director of the Council, Warren D. <br />Fairchild, to establish a Task Force to recommend by May 15, 1974, <br />an Executive Branch course of action on the water requirements and <br />water quality impacts related to meeting the energy needs of the Nation. <br /> <br />A small Steering Group consisting of representatives of the Interstate <br />Conference on Water Problems, a river basin commission, the Federal <br />Departments of Agriculture, Army, Interior, the Federal Power <br />Commission, and the Office of Management and Budget became the <br />nucleus of the Task Force which also included representatives of the <br />Environmental Protection Agency, Tennessee Valley Authority, <br />Atomic Energy Commission, Council on Environmental Quality, and <br />Federal Energy Administration. <br /> <br />The Water Resources Council held a Task Force meeting and Water for <br />Energy Self-Sufficiency Conference on' April 30-May 1, 1974. Federal <br />agencies reported on their recently completed, current, and near <br />future programs related to Water for Energy. The materials produced <br />at that meeting were used in the May 15 interim report to Chairman <br />Morton. <br /> <br />In June, at the request of the Water Resources Council two meetings were <br />sponsored by the Interstate Conference on Water Problems and were held <br />in Denver and Atlanta to give the States an opportunity to express their <br />views, concerns, and ideas on solving the issues involved in assuring <br />water for energy self-sufficiency. It was hoped that the States would <br />provide as much input as possible so that the Federal Government could <br />benefit from State data and experience in making the difficult decisions <br />necessary to effect a National policy of energy self-sufficiency. <br /> <br />Preparation <br /> <br />The discussion questions (see Attachment I a) were developed by the <br />Water Resources Council, with direct input from the ICWP Executive <br />Committee and assistance from the Western States Water Council and <br />the Southern Environmental Resources Conference.
