PREFACE

C,.)
::J
~...
(,J;l
N
0)

Abstract

Providing water for energy self-sufficiency is a complex task which
will require the cooperation of everyone involved in water reSource
planning as well as coordination with those involved in the production
and supply of energy at both Federal and State levels. Since the
Federal Government has the responsibility of making and executing
policy for the country as a whole, and since the States are most
cognizant of their assets as well as their problem areas, it was felt
that meetings between Federal and State officials would serve as the best
forum for an exchange of information on providing water for energy
self- sufficiency.

The Water Resources Council, with the help of representatives from
the Interstate Conference on Water Problems, developed six questions
designed to bring into focus the major issues, problem areas, priorities,
and potential methods of assuring a supply of water sufficient in quality
and quantity to meet our energy development demands. The States
responded to these questions with written and oral statements at meetings
in Denver, Colorado on June 3, 1974 and Atlanta, Georgia on June 13
and 14, 1974. In addition, the record was held open into July to allow
those who wished to have input or to supplement their initial input into
this section of the Report on Water' for Energy Self-Sufficiency to do so.
Remarks presented at the meeting have been compiled and summarized and
the full text of the written statements which were received have been'
included in the attachments.

When this Report goes forward it is hoped that the State comments,
particularly on problems, solutions, and priorities, will give sufficient
data to the decision-makers to enable them to choose the best course of
action in providing water for energy self-sufficiency.

ACKNOWLEDGEMENTS

The Water Resources Council would like to acknowledge the extensive
assistance of the Interstate Conference on Water Problems in preparing
this segment of the Report on Water for Energy Self-Sufficiency. Members
of ICWP helped develop the questions which were submitted to the States;
ICWP made the arrangements for the meetings in Denver and Atlanta; and
as the report was being finalized, they provided manpower to complete
and polish the State input in the Report. Their willing cooperation and
assistance is much appreciated. In Farticular, sincere thanks is offered
to Mr. C. H. McConnell, Chairman, ICWP, and to those members who
compiled and summarized the States r responses to the discussion
questions.

ii
