In developing the discussion questions, all participating <br />organizations attempted to identify issue areas which would permit a <br />broad spectrum of input from the States. <br /> <br />All the organizations which assisted in developing the questions and the <br />meetings recognized that the short preparation time necessitated by <br />the meeting schedules might not have permitted the offices of the <br />Governors and the State Water Resource Agency personnel to develop <br />"official positions". Therefore the responses have be,en considered <br />simply as ideas and suggestions and are in no way considered binding on <br />the States. <br /> <br />The agenda (Attachment I c) provided for summaries of the "discussion <br />question answers" and for "direct State input". All of the written <br />statements received from the States :were reviewed and compiled by <br />ICWP members for delivery at the Summary Session. In this section <br />of the program, two types of summary were included: First, the <br />overriding concerns identified by the States, and second, an identifi- <br />cation of all views and/or issues listed in answer to each question. <br /> <br />':the second section of the program'perr:r.itted each State to further <br />develop its position and to extend its comments, based on concerns <br />identified in the summary session. Following both the "Summary <br />presentation" and the "Supplemental State views" sessions of the <br />meetings, time was scheduled for "roundtable discussion" when comments <br />were heard on statements previously made. With this format, it was <br />felt that all States would have full opportunity to be heard and to specify <br />their critical issues. <br /> <br />It was decided that ICWP would announce the meeting by sending letters <br />to each Governor with copies to selected State officials. The letters <br />subsequently went to the Governors requesting that they appoint some- <br />one to represent the State at the meeting and to develop State views on <br />the selected questions. Enclosed with the letter was a letter from the <br />Director of WRC to the Chairman of ICWP stating the purpose and <br />objectives of the Water for Energy Self-Sufficiency Program, requesting <br />State input, and specifying the six questions to be addressed in detail at <br />the sessions.
