<br />. <br /> <br />overall relationships with the Colorado Hater Conservation Board and <br />other interested State and Federal agencies; and for arranging for over- <br />all schedules of work. Each member will keep responsible officers of his <br />agency informed on progress of the survey and assistance needed to meet <br />the survey schedule. <br /> <br />Participating personnel of the three Services will work as a USDA River <br />Basin Field Party, each providing information within the respective <br />authorities of each Service and scope of this survey. Personnel of the <br />three Services and the staffs of the respective State agencies will <br />assemble available pertinent information, obtain needed additional infor- <br />mation, and prepare a report with appropriate technical supplements and <br />appendices. <br /> <br />In the conduct of the survey, Field Party personnel will cooperate and <br />collaborate toward development of a unified, balanced and technically <br />adequate report, within the responsibilities of each USDA agency repre- <br />sented by the assigned Field Party technician. Hithin the organization <br />of the Field Party and with due regard for technical coordination, admin- <br />istrative direction, and cooperative relationships, leadership in the <br />various technical phases of the survey will be exercised by the specifi- <br />cally concerned agency. <br /> <br />. <br /> <br />Economic Research Service. With assistance of the Forest Service and <br />Soil Conservation Service, this agency will: <br /> <br />1. Assume primary responsibility for the development of statistical and <br />descriptive materia.l on the agricultural economy, use of the resource <br />base, and volume and value of agricultural production and recreation <br />in the basin. <br /> <br />2. In collaboration with the other Services, estimate the use and <br />. ownership of the basin's land resources. <br /> <br />3. <br /> <br />Provide information as to the characteristics of the population of <br />the basin, including significant recent changes and trends. <br /> <br />4. <br /> <br />Analyze relationship of agricultural industry to the historical water <br />supply, with an appraisal of the economic impacts resulting from <br />shortages in the water supply. Analyze the economic and social <br />impact of water and related land development and management programs <br />on production, employment and income in agriculture and related <br />sections of the economy. <br /> <br />5. <br /> <br />Develop estimates of agricultural production, production costs, and <br />farm incomes with increased irrigation water supplies or changes in <br />use of existing water supplies, and of the effect of potential water <br />supplies. <br /> <br />. <br /> <br />- 9 - <br /> <br />
