<br />. <br /> <br />that will form a basis for preparation of a plan for the coordinated <br />and orderly development, management, and use of the water and related <br />land resources of the basin to satisfy those needs. <br /> <br />5. <br /> <br />An economic base study will be prepared. Projection of economic <br />activity will be provided for years 1980, 2000, and 2020. An <br />analysis will be made of the economic impact of water development <br />programs on production, employment, and income in agriculture and <br />related sections of the economy. <br /> <br />6. An evaluation and appraisal of aesthetic, natural envirorunental and <br />cultural values. Consideration will be given to protection of <br />natural beauty that may be impaired by resource development. <br /> <br />7. The preparation of a report. <br /> <br />GENERAL PROCEDURES FOR THE SURVEY <br /> <br />. <br /> <br />The U. S. Department of Agriculture will develop information needed for <br />departmental use as suggested in the objectives. This information will <br />be available for use by the State of Colorado in preparation of its plans <br />for the overall development, management, and use of water and related <br />land resources. USDA participation will be carried out through examina- <br />tion and analysis of existing source material and through reconnaissance <br />type investigations. These will involve only the broadest significant <br />classification of land cover, soils, geologic information and related <br />data. The intensity of examination of watershed areas will be generally <br />in accord with but not exceed that followed in making preliminary invest- <br />igations of a Public Law 566 project. Records from the U. S. Weather <br />Bureau and streamflow data from the U. S. Geological Survey will be used <br />in hydrologic studies and analysis. Weather Bureau records will likewise <br />be used for making irrigation water consumptive use requirements and fore- <br />casts and for projections of agricultural trends insofar as they are <br />related to climatology. Forest Service records and data will be used in <br />analyzing and projecting forest industries impact on employment, avail- <br />able timber resource, recreation and other land use. All data will be <br />a.ssembled and maintained in such a manner that it can be converted for <br />use by automatic data processing methods. <br /> <br />USDA AGENCY RESPONSIBILITIES <br /> <br />The USDA Colorado Rivers Field Advisory Committee will be responsible for <br />field coordination of Department survey activities by the three partici- <br />pating Services and for development and application of procedures <br />followed in making the survey; for arranging for field reviews of recom- <br />mendations and reports; for arranging for necessary consultation; for <br /> <br />. <br /> <br />- 8 - <br /> <br />
