<br />One facility manager, one procurement specialist and one warehouse specialist will be duty- <br />statiened at Montrose, Colo, <br /> <br />Final staffing levels: 25 FTE, 27 contractor <br /> <br />Operations , <br />The operations group will be headed by an operations manager supported by managers of <br />dispatch, billing/scheduling and SCADA support. The operations group will control real-time <br />dispatch ofF ederal transmission facilities and hydroelectric generation within the RM control <br />area, The hydroelectric facilities include Reclamation powerplants in the western division of the <br />Pick-Sloan program, Yellowtail powerplant, and the Mt. Elbert pumped-storage power plant of <br />the Fryingpan-Arkansas program. The operations group will also provide operational <br />coordination services to RMGC. All employees in the operations group will be duty-stationed at <br />Loveland, Colo. <br /> <br />Employee and customer comments focused on two primary concerns with the operation aspects <br />of Western's Transformation proposal. The first of these was the location of the split between the <br />new RM and DSW control areas. It was initially proposed to make the split north of the <br />Waterflowand Shiprock phase-shifters. However, several customers expressetl concern with this <br />proposal's impact on the ongoing negotiation of the common bus arrangement in the Four <br />Comers-San Juan-Shiprock area and on existing interconnection/scheduling ammgements in this <br />same area. <br /> <br />In response to these concerns, the location of the control area boundary will remain in the general <br />ShiprockIFour Corners area, but the exact placement of the metering will be determined through <br />negotiations with all affected customers and interconnected utilities in the area. In a related <br />matter, control center responsibility for operation of the Water:tlow and Shiprock phase-shifters <br />will be determined in a collaborative effort with customers and interCOJDIected utilities. <br /> <br />The second area of concern was the real-time operation of CRSP generation resources. In <br />response to customer and employee concerns, the real-time operation of the CRSP generation <br />was assigned to'the DSW control center. Glen Canyon powerplant can be directly controlled by <br />DSW, since it is in the DSW control area. Although Reclamation's CRSP powerplants at Flaming <br />Gorge, Morrow Point, Blue Mesa: and Crystal are electrically COlUlected to transmission facilities <br />in the RM control area, those powerplants will be metered out of the RM control area and into <br />the DSW control area thereby allowing direct control of those units also. The DSW control <br />center will send generation control schedule and regulation requirements to the Reclamation <br />control center at Page, Ariz. All pre-scheduling of CRSP generation, surplus sales and energy <br />purchases will be accomplished by the CRSP Management Center in Salt Lake City. <br /> <br />Final staffing level: 32 Federal, 7 contractor <br /> <br />MaintelUlDc:e <br />The maintenance group is headed by a rnainteruui.ce manager supported by managers of the <br />WyomingINebraska, Northern Colorado and Southern Colorado maintenance offices as well as a <br />manager of the Maintenance Engineering Division.
