<br />01403 <br />Rocky Mountain Customer Service Region <br /> <br />The Rocky Mountain Customer Service Region covers the geographic area that includes <br />Colorado, Wyoming, western Nebraska, Kansas, northeastern Utah, and the Shiprock Substation <br />in New Mexico, RM staff will maintain the Western-owned transmission facilities in the region <br />including facilities of the Pick-Sloan Project, Colorado River Storage Project, and Fryingpan- <br />Arkansas Project and maintain some customer-owned transmission facilities under reimbursable <br />agreements. Providing service to the Loveland Area Projects and Salt Lake City Area Integrated <br />Projects customers in the region and marketing LAP generation and transmission resources in the <br />region will also be regional responsibi1ities. <br /> <br />Other duties include dispatching and scheduling Pick-Sloan and Fryingpan-Arkansas hydroelectric <br />generation, scheduling LAP and CRSP loads in the region, coordinating operation of Rocky <br />Mountain Generation Cooperative scheduling and accounting, planning for transmission system <br />rehabilitation and expansion projects withing the region and coordinating Western's role in <br />planning activities with other utilities in the region. Regional staff will provide administrative <br />services in human resources, procurement, IRM, budget, finance, safety and environment in <br />support of regiona,i and Central Construction Office activities. <br /> <br />Final staffing level: 265 FIE, 46 contractor <br /> <br />Regional Manager <br />The regional manager will provide overall management for all RM activities. The regional <br />manager is supported by four mid-level managers in the functional areas of management, <br />operations, maintenance, and power marketing. In addition, the regional manager has immediate <br />direct reports in the program areas offinance, environment, safety and project management. All <br />,direct report staffwill be duty-stationed in Loveland, Colo., with the exception of one Federal <br />safety staff member wllO will be duty-stationed at Montrose, Colo. EEO, public affairs and quality <br />management programs will be handled through a collaborative process and/or as a collateral duty. <br />One project manager position will be assigned to the regional manager's office, <br /> <br />Final staffing level: 19 FIE, 2 contractor <br /> <br />Management <br />The management group will be headed by an administrative officer supported by managers of <br />Imman resources, IRM, and procurement/property. The management group will provide <br />administrative and logistical support to the other functional groups in the region in personne~ <br />payroll, IRM, purchasing, warehousing, office services and vehicle maintenance. The <br />management group will also provide some logistical support to the Central ConstIUction Office of <br />the CSO. <br /> <br />In response to a variety of comments, the management group was stIUctured and staffed to <br />include more direct, on-site support for the maintenance field offices; continued responsibility for <br />the 8A20 CSO warehouse stocks; direct procurement support for the Central Construction Office; <br />and filcility management for the Montrose cOmplex. Most management group employees will be <br />duty-stationed at Loveland. One warehouse specialist will be duty-stationed at Casper, Wyo. <br /> <br />30 <br />
