<br />01401 <br /> <br />Upper Great Plains Customer Service Region <br /> <br />The proposed "Will Be" changed the name from the Billings Area to the Upper Great Plains <br />Customer Service Region with no change to the geographic ~oundaries. Regional work will <br />include jllanning, marketing, operations, project development, management support and <br />maintenance for the Pick-Sloan Missouri Basin Program-Eastern Division. <br /> <br />Comments requesting changes within the Upper Great Plains Region were primarily related to <br />staffing levels, establishing the modular approach to maintenance, establishing another office in <br />South Dakota, splitting maintenance responsibilities in South Dakota, suggestions for a customer <br />service representative in Nebraska and comments and questions on how project managers will <br />relate to engineering and construction. We will continue to look for opportunities to increase <br />e:fIiciency, improve economies and enter into partnerships with our customers to meet our <br />business objectives of better customer service, cost savings and staff savings throughout the <br />Upper Great Plains Region. <br /> <br />Final staffing level: 321 FIE, 42 contractors <br /> <br />Regional manager <br />The regional manager's staffwill include three project managers and a public affairs specialist. <br />EEO and quality positions will be assigned as collateral duties. Other positions are unchanged <br />, from the proposed "Will Be," <br /> <br />Final staffing level: 28 FIE, 0.5 contractor <br /> <br />Management <br />One FIE was added to IRM and one contractor position eliminated to meet a new target of 50/50 <br />Federa1lcontract staffing for this function. Other positions are unchanged from the proposed ''Will <br />Be." <br /> <br />Final staffing level: 27 FIE, 16.5 contractor <br /> <br />Operations <br />The proposed "Will Be" transferred the Supervisory Control and Data Acquisition organization <br />from Maintenance to Operations except for two electronic equipment mechanics. Employees <br />suggested that the EEMs also be transferred to Operations, In recognition of this concern, <br />regional management will review this issue and make a final decision after maintenance and site <br />managers selections are made. <br /> <br />Final staffing level: 53 FTE, 6 contractor <br /> <br />Maintenance <br />The analysis document, "Maintenance Structure," outlined a structure for the regional <br />maintenance organization with a maintenance manager and one or more subordinate site managers <br />and a maintenance engineering division. For the Upper Great Plains, the proposed location of the <br />maintenance manager and maintenance engineering was Sioux Falls with site managers in Sioux <br /> <br />23 <br />
