<br />01400 <br /> <br />Customer Senrice Regions <br /> <br />The August 1995 proposed "Will Be" included a variety of changes that are common to each <br />newly named region. The construction management function was centralized under the CSO with <br />three field offices located in Huron, Loveland, and Phoenix, The Facility Planning function was <br />consolidated with the Maintenance Engineering function. The Transmission Studies function was <br />consolidated with the Resources Planning function under the Power Marketing function. The <br />control center SCADA software support was moved to operations (nit formerly resided in <br />maintenance) and hardware maintenance was moved to maintenance (nit had been in operations). <br />A modular approach for Maintenance was adopted that reduced a layer of supervision. <br /> <br />The proposed "Will Be" also called for eliminating the deputy area manager position and <br />establishing at least one project manager position in each region. The Financial Management <br />function was to be separated from Management Services as a direct report to the Regional <br />Manager. The IRM function was proposed to be contracted in at 70 percent Federal and 30 <br />percent contract with staffing levels adjusted based on a percentage oftota! staffbasis. The <br />responsibility for transportation of hazardous materials was to be shifted from Environment to <br />Safety. <br /> <br />The fina1 "Will Be" includes the following modifications to the proposed "Will Be" in response to <br />employee conunents: <br /> <br />o The location of SCAD A hardware maintenance was left to local p.cf".....ce. <br /> <br />o The general target level for IRM was changed to 50 percent Federal/50 percent contractor. <br /> <br />o The responsibility for transportation of hazardous materials will remain in Environment. <br /> <br />o The construction field office procurement position was moved into the regional <br />procurement and property office. <br /> <br />22 <br />
