<br />Falls and Huron. The proposal divided the maintenance responsibilities in the South Dakota area <br />between two site managers. Under this scenario, Basin Electric and East River deliveries in <br />eastern South Dakota would then be maintained by two different modules as compared to one <br />today. These customers expressed concern with the introduction of inefficiencies in coordinating <br />maintenance, They and several other customers have also questioned the need for a second office <br />120 miles from Huron, since there have not been any system problems to support either change. <br /> <br />Several alternatives to the proposed "Will Be" for the Upper Great Plains were suggested by <br />employees. One alternative suggested locating the maintenance manager and engineering division <br />in Huron, and having only one maintenance module in South Dakota, also located in Huron. This <br />alternative would reduce staffing from the proposed 'Will Be" by two (a manager and support <br />position) and reduce the first year cost by more than $2 million by reducing the number of moves <br />and the cost of setting up a new office. This alternative would still require moving people to staff <br />the engineering division plus some additional support persolUlel. <br /> <br />In response to employee and customer comments, the final "Will Be" calls for locating the <br />maintenance manager and maintenance engineering at Huron and have only one module for the ' <br />South Dakota area. This module would be larger than other modules but with additional <br />engineering support co-located at Huron it should be manageable, meet the basic intent of the <br />proposed "Will Be," keep the structure as simple as pOSSIble for the customers and save costs. <br /> <br />Final staffing level: 188 FIE, 18 contractor <br /> <br />Power Marketing <br />The proposed "Will Be" added two customer representatives in SiollX Falls, SD. <br /> <br />The Nebraska Public Power District suggested, and many customers concurred, that with the <br />number of customers in Nebraska, plus the large amount of power allocated to Nebraska <br />customers, the customer service representatives be located at Columbus,'Neb. The final 'Will Be" <br />accepts this comment and adds one customer service representative located in the Omaha area. It <br />may be pOSSIble for the employee selected for this position to work out of a nontraditional space, <br />including a home office. A customer service representative for the SiollX Falls area could be <br />considered in the future. ' <br /> <br />Final staffing level: 25 FIE, 1 contractor <br /> <br />24 <br />
