<br />The Bureau of Reclamation will acquire fee title to lands that will
<br />be inundated or which ar~ sUbject to frequent flooding. Fee. title will
<br />also be acquil'ed for lands needed for fish and wildlife and recreational
<br />development. :

<br />.' It is possible for part of an ownership to be acquir'ed in fee, and
<br />still another' pOI'tion of the ownership to remain unaffected, If the part
<br />acquired 1 caves 1 ess than an economic unit, the owner has the option of '
<br />requesting the United States to purchase the entire !.lnit. In conformance
<br />with normal real estate practices, the area to be acquired in fec'will
<br />follow as nearly as possible along property ownership lines, or regular
<br />land subdivisions. , '

<br />. In general ter'ms, certain questions on land aCq'Jisitions for
<br />rights-of-way can be anticipated and answered as follows:

<br />The owner will be paid a "fair market value"
<br />for his land, improvements, and water rights.
<br />
<br />Fair market value is determined by competent
<br />and impartial appraisers employed by the
<br />Government.

<br />
<br />The landowner is not compelled to accept the
<br />Government's offer. In such cases, the
<br />Government wi 11 have to fHe suit in court
<br />to acquire the land by condemnation. The
<br />fa i r market va 1 ue is then determined by
<br />the court.

<br />The owner ~Ii 11 not be offered 1 ess than the
<br />appraised price. Cost of salvage rights to
<br />the improvements and lease back rights on the
<br />land are a part of the negotiations at the
<br />time the United States offers to purchase the
<br />land.

<br />If taking part of the property leaves the
<br />r€"~inder less valuable than before, the
<br />owner will be paid for the loss. This is
<br />known as severance damage.
