<br />The Narrows Dam ~!il1 be an earthfi 11 structure. In order to provide

<br />sands, and gravels will be excavated to bedrock (Pierre Formation) and .
<br />. backfilled with impervious materials. The upstream face of the dam will,
<br />be protected by rock riprap or soil cement. The downstream face will be
<br />covered wi tll 12 inches of topsoil and seeded to grass.
<br />
<br />Two separate spillways will be required to handle anticipated floods--
<br />a gated concrete lined service spillway will discharge controlled floods
<br />back to tile river. In addition, an emergency spillway designed to handle
<br />extremely large floods will be built on the north abutment of the dam.
<br />An outl~t works for releasing stored water to the river will be located
<br />on t.he north si de of the dam. An outl et to the Fort r40rgan Canal wi 11 be
<br />located on the south side of the dam.

<br />. The South Platte River Valley in the Narrows area hi'S been ravaged
<br />by floods Jr,any times. Significant floods of record occurred in 1844, 1864,
<br />1867, 1876, 1094, 1921, 1933, 1935, 1965, 1969, and 1973. The Narrows
<br />Reservoir ~Iill reduce flood damages in the \'a11ey downstream by an .average
<br />of $800,000 annu,d ly, as' est1ma'ted by .the Corps of Engineers, Dapai'tment
<br />of the Army. Floods from Bijeu Creek wilT not be controlled by Narrows
<br />Dam and Reservoir. .

<br />Tbe Nat'jonal Park Service has prepared a recreation plan for the unit.
<br />The Fish c!;d Wildlife Service similarly hilS formulated a plan to compensate
<br />for' habitat losses and enhance fish and \'Iildlife resources of the area.
<br />Both plans hilve been reviewed and approved by appropriate State agencies
<br />and have been incorpoy'ated to the extent possible under the authoriz.ation.
<br />
<br />The basic Narro~s Reservoir that wili be needed for irrigation and
<br />flood control will, by itself, provide substantiai recreation and fish-
<br />wildl'ife values. Ho'....ever, these basic values ~1i1l be increased
<br />substantiaily by the acquisition and stabiliz3tion of the water surface
<br />of adjacent Jackson Lake, by the acquisition of additional lands, by the
<br />use of some basic reservo'ir rights-oF-way lands for fish and wildlife and
<br />recreation purposes, and by the construction of specific recreation
<br />Facilit1 es.
