Because of this difference the Commission <br />Staff prepared a draft letter to Mr. Clifford I. Barrett objecting to making <br />significant changes in the Annual Operating Plan without first consulting <br />Co) with the States and the Commission. The first draft of that letter was sent <br />c) to each of the Commissioners and Advisers on May 1, 1987 for their consider- <br />~ ation, It is anticipated that this letter will be finalized and transmitted <br />~ to Mr. Barrett prior to the Commission's June 2, 1987 meeting. <br />(,,\ <br />o <br /> <br />Pre-1989 Firm Power Offer <br /> <br />In a March 7, 1987 Federal Register Notice, the Western Area Power <br />Administration published a "Proposed Pre-1989 Salt Lake City Area (SLCA) <br />Integrated Firm Power Offer." The Upper Colorado River Commission prepared <br />comments on the proposed pre-1989 power offer that were sent to Mr. Mark N. <br />Silverman, Salt Lake City Area Manager, on April 9, 1985. In its comments, . <br />the Commission objected to Western providing a pre-1989 firm power offer to <br />existing or potential new customers, <br /> <br />Through issuance of a March 13, 1987 Federal Register Notice, Western <br />withdrew its proposed pre-1989 power offer. The reasons stated for with- <br />drawal of this offer are: "substantial reductions in the time available for <br />a pre-1989 offer, the inability of many participating customers to accept <br />pre-1989 resources, and reductions in the estimated resources available for <br />a pre-1989 offer." As a result of this action, any hydropower resources in <br />excess of existing contract commitments will be marketed by Western on a <br />seasonal or short-term basis in accordance with existing marketing criteria. <br /> <br />Post-1989 Allocation of Power, Salt Lake City <br /> <br />On April 2, 1987, the Western Area Power Administration published in the <br />Federal Register its "Final Post-1989 Allocation of Power; Salt Lake City <br />Area Integrated Projects," The basis for the allocation is contained in the <br />"Post-1989 General Power Marketing and Allocation Criteria" that were pub- <br />lished in the Federal Register on January 7, 1986 and sent to each of the <br />Commissioners and Advisers by the Western Area Power Administration. <br /> <br />Fiscal Year 1988 Appropriations <br />Committee Hearings <br /> <br />During the March 24, 1987 Adjourned Regular Meeting of the Upper Colo- <br />rado River Commission, the Commission's Executive Director reported that he <br />had obtained time to present oral testimony before the House and Senate <br />Appropriations Subcommittees on Energy and Water Development. Both Subcom- <br />mittees allotted the Commission five minutes to present its testimony on <br />March 30th. It was Mr. Zimmerman's recommendation that this year the Commis- <br />sion submit written testimony to the subcommittees rather than presenting <br />oral testimony. <br /> <br />2 <br />
