<br /> <br />C) <br /> <br />N <br />...J <br />w <br />"""", <br /> <br />. <br /> <br />. <br /> <br />After the Commission approved Mr. Zimmerman's recommendation, written <br />testimony was prepared and approved by the Commission before being sent to <br />both the House and Senate Appropriations Subcommittees on Energy and Water <br />Development on March 27, 1987. <br /> <br />The Commission's testimony supported funding levels for the Colorado <br />River Storage Project and participating projects that were consistent with <br />the funding requests being made by the Upper Division States. The testimony <br />also was consistent with the funding levels being requested by the Colorado <br />River Basin Salinity Control Forum for the Bureau of Reclamation's Title II <br />salinity control program in the Colorado River Basin, On March 30, 1987 <br />copies of the Commission's written testimony were sent to the Commissioners <br />and Advisers. The testimony that was sent to both the House and Senate <br />subcommittees was identical. CRefer to Attachment 1 for a copy of the <br />testimony sent to the Subcommittee on Energy and Water Development of the <br />Senate Appropriations Committee.) <br /> <br />Upper Colorado River Basin Yield Study-- <br />Hydrologic Determination <br /> <br />The Bureau of Reclamation prepared an "Upper Colorado River Basin Yield <br />Study--Hydrologic Determination" that was transmitted to the Commissioners <br />and Advisers on March 9, 1987. That "Hydrologic Determination" was a major <br />topic of discussion during the meetings of the Legal and Engineering <br />Committees and the Upper Colorado River Commission held on March 24th in <br />Albuquerque, New Mexico. During those meetings, Committee members and <br />Commissioners requested that the Bureau of Reclamation prepare additional <br />information for their consideration. <br /> <br />The Bureau of Reclamation has prepared the requested supplemental <br />information, and it was sent to the Commissioners and Advisers on April 23, <br />1987. The Commission Staff has also prepared a draft resolution that sup- <br />ports ". . . a 'Hydrologic Determination' by the Secretary of the Interior <br />using the best available hydrologic data base" and does not object to ". . <br />a 'Hydrologic Determination' that demonstrates that the Upper Basin yield is <br />6,1 million acre-feet annually." As you recall, in the past the Upper Colo- <br />rado River Commission and the Upper Division States have maintained that the <br />Upper Basin yield is at least 6.3 million acre-feet annually. <br /> <br />The draft Resolution will be sent to the Commissioners and Alternates <br />prior to the Special Meeting of the Upper Colorado River Commission being <br />held in Denver, Colorado on June 2, 1987. It is anticipated that the Commis- <br />sion will take appropriate action on the Bureau's "Hydrologic Determination" <br />during its June 2nd meeting. <br /> <br />Briefing Papers Concerning the Settlement <br />Agreement on the Animas-La Plata Proiect <br /> <br />During the Legal and Engineering Committees meeting held on March 24, <br />1987 in Albuquerque, New Mexico, Mr. J, William McDonald discussed the <br />Settlement Agreement on the Animas'La Plata Project and distributed a limited <br /> <br />3 <br />
