Will the SiCA consider, <br />environmental <br />consequences in <br />determination of <br />"economical and <br />technically feasible" <br />replacement options? <br /> <br />i <br />I <br />The SLCA's Replacem~nt Resources Process will help identify what <br />resources could be us~d by the SLCA to make up this deficit. <br /> <br />Western's EPAMP is a different kind of action than the others described. <br />In this process, Weste~n proposes that all firm power customers be <br />required to prepare Integrated Resource Plans for the acquisition of new <br />resources. Also, the p'roposed program would extend the customers' <br />Federal resources. ! <br />I <br />I <br /> <br /> <br />Yes. The SLCA expects that some amount of replacementresource will be <br />needed coincidently with changes in the long-term operating criteria and <br />reductions in the availability of hydroelectric power from GCD following <br />completion of the GGD-EIS. The amount of short-term replacement <br />resource needed may be based upon replacement requests by existing <br />firm power customerf' <br /> <br />Currently, the SLCA Jnticipates a gap between the time when changes in <br />the Glen Canyon operations are implemented and the date replacement <br />resource contracts a(e completed. Accordingly, the SLCA expects that <br />certain short-term supplemental power purchases may be necessary to <br />satisfy contractual o,?ligations until completion of long-term replacement <br />resource contracts and firm replacement power deliveries are established. <br /> <br />We do not expect S6. Initially, the SlCA's customers may be offered the <br />opportunity to purc~ase resources acquired by the SlCA if they so desire, <br />but will be under nil obligation. The customers presently have the ability <br />to decide whether ~b purchase the replacement resource on their own, <br />have the SlCA replfce it, or use their existing resources to make up any <br />power lost because, of constrained Glen Canyon Dam operations. <br />, , <br />, <br />Further, the SLCA'sianticipates its customers will have the opportunity to <br />commit to future r~sol!rce replacements as their resources/purchases <br />become insufficient to meet their needs. These opportunities may be <br />provided on a predetermined schedule to help efficient resource plan- <br />ning. <br /> <br />i <br />The SLCA will co?sider the environmental consequences of the replace- <br />ment resources e~amined and will identify potential environmental <br />impacts such as airpollution in the Replacement Resources Process. <br /> <br />, <br />The SlCA will prepare environmental documents as required under the <br />National Environ\T1ental Policy Act. These documents will give the SLCA a <br />full indication of the environmental consequences of proposed actions. <br />i <br />I <br />! <br />
