<br /> <br />REPLACEMENT RESOURCES PROCESS <br /> <br /> <br />Other Actions Influencing the <br />Replacement Resources Process <br /> <br />Western is engaged in three environmental impact state- <br />ment (EIS) processes that will influence decisions <br />regarding replacing power lost from Glen Canyon Dam. <br />The three EISs are the Salt Lake City Area Integrated <br />Projects Electric Power Marketing EIS; the Glen Canyon <br />Dam EIS; and the Western-wide Energy Planning and Management <br />Program EIS. <br /> <br />Western's SLCA!IP Electric Power Marketing EIS <br /> <br />The SLCA is proposing to define its commitment level for marketing long- <br />term electrical capacity and energy from the SLCNIP hydroelectric power <br />plants in the post-1989 marketing period. The SLCA published its draft <br />SLCNIP Electric Power Marketing EIS in March 1994. <br /> <br />The draft EIS analyzes seven alternatives, called commitment level <br />alternatives, which reflect a range of possible long-term commitments of <br />firm capacity and energy. It also evaluates the potential impacts of these <br />alternatives to the environment. Additionally, the draft EIS analyzes the <br />purchases that the SLCA would need to make to meet contract commit- <br />ments if the operations of the SLCNIP powerplants are constrained. <br />Operational scenarios at each facility were combined to form various <br />supply options, which were in turn paired with the commitment level <br />alternatives in order to examine the range of economic effects of com- <br />bined actions by the SLCA and Reclamation. <br /> <br />The 5LCA did not specify a preferred alternative in the draft EIS. A <br />decision on a preferred alternative will be made after considering com- <br />ments on the draft EIS. The preferred alternative will be presented in the <br />final EIS. The SLCA expects to prepare a final EIS in late 1994 with a <br />Record of Decision (ROD) by early 1995.
