Some of the assumptions the SLCA has identified <br />include: <br /> <br />Scope - The analysis to identify:replacement resources will address a <br />wide range of potential replaceinent requests by firm power customers in <br />response to final decisions in b6th the Glen Canyon Dam EIS and SLCA! <br />IP Electric Power Marketing EIS'. Power losses at other SLCA!IP power- <br />, plants due to constraints placed on those facilities also affect the need for <br />replacement resources. ' <br /> <br />, Baseline - The commitment le~el of power and energy as delineated by <br />the Preferred Alternative in the)final SLCA!IP Electric Power Marketing EIS <br />will be the baseline marketing level for analysis. The Preferred Alternative <br />in the final Glen Canyon Dam iEIS will help establish the baseline market- <br />able resource. These baseline~ may be modified by the Records of <br />Decision for both EISs. . <br /> <br />Risk levels. Marketable Hydro 'Power. The SlCA established a level of <br />acceptable risk when it originally contracted for its post-1989 market <br />levels. That is, it assumed thatJor nine out of ten years, no additional <br />purchases will be required to (neet its contractual commitments. The <br />SLCA may maintain this samelassumed level of risk for the purpose of <br />analysis. [ , <br /> <br />Replacement Options - The c~mposition of replacement power may vary <br />among (a) sole replacement by the SLCA, '(b) partial replacement by the <br />SLCA and partial replacement by the customer, or (c) sole replacement by <br />the customer. . <br /> <br />Supplv-side Options - The SLCA will consider both existing and new <br />supply-side options, as well'~s renewable resources. <br /> <br />Energy Efficiencv Options - T~e SlCA will encourage energy efficiency. <br />! <br />! <br />Recognition of Customer DSM programs - It is expected that the Methods <br />Report will acknowledge tho~e program benefits demonstrated by <br />customers in their own IRPs.:' , <br /> <br />Weightinll- The SLCA will evaluate all replacement resource options <br />using consistent economic eyaluation methods. <br /> <br />Methods Report Development <br /> <br />96 97 i 98 99 <br />! <br />! <br />* NOTE: Assumed, based o~ projected March t 996 issuance of Glen Canyon <br />Dam EIS Record of Decisi~n. <br />
