Some of the assumptions the SLCA has identified include: Scope - The analysis to identify:replacement resources will address a wide range of potential replaceinent requests by firm power customers in response to final decisions in b6th the Glen Canyon Dam EIS and SLCA! IP Electric Power Marketing EIS'. Power losses at other SLCA!IP power- , plants due to constraints placed on those facilities also affect the need for replacement resources. ' , Baseline - The commitment le~el of power and energy as delineated by the Preferred Alternative in the)final SLCA!IP Electric Power Marketing EIS will be the baseline marketing level for analysis. The Preferred Alternative in the final Glen Canyon Dam iEIS will help establish the baseline market- able resource. These baseline~ may be modified by the Records of Decision for both EISs. . Risk levels. Marketable Hydro 'Power. The SlCA established a level of acceptable risk when it originally contracted for its post-1989 market levels. That is, it assumed thatJor nine out of ten years, no additional purchases will be required to (neet its contractual commitments. The SLCA may maintain this samelassumed level of risk for the purpose of analysis. [ , Replacement Options - The c~mposition of replacement power may vary among (a) sole replacement by the SLCA, '(b) partial replacement by the SLCA and partial replacement by the customer, or (c) sole replacement by the customer. . Supplv-side Options - The SLCA will consider both existing and new supply-side options, as well'~s renewable resources. Energy Efficiencv Options - T~e SlCA will encourage energy efficiency. ! ! Recognition of Customer DSM programs - It is expected that the Methods Report will acknowledge tho~e program benefits demonstrated by customers in their own IRPs.:' , Weightinll- The SLCA will evaluate all replacement resource options using consistent economic eyaluation methods.
