This flowchart illustrates the general framework that may be used in completing the Replace- <br />ment Resources Process. <br /> <br />Integrated Resource Planning <br /> <br />The SlCA will use the principles of Integrated Resource Planning (IRP) as <br />mandated for its customers by the Energy Policy Act of 1992 and as <br />committed to by Western as a principal tool in approaching the develop- <br />ment of the Methods Report. These proposed IRP principles are valuable <br />tools for helping to establish the criteria to be used in the Methods <br />Report. JRP principles include the following: <br /> <br />. The SlCA will consider a wide variety of resource options, both <br />supply-side and energy efficiency, as well as renewable resource <br />options. <br /> <br />. Criteria to be used in identifying replacement resources will be <br />developed in consultation with key publics specified in the GCP Act, <br />as well as interested publics and other stakeholders. These criteria <br />may include cost, environmental impact, reliability, dispatch-ability, <br />risk, diversity, and the ability to verify energy efficiency options. <br /> <br />. The selection criteria for cost will be based on achieving the lowest <br />possible cost to the customers, consistent with other established <br />objectives and criteria. <br /> <br />. Selection criteria will be documented. <br />
