Consultation Meetings

November 7:

Salt lake City, Utah
Doubletree Hotel
215 W. South Temple

Future meetings with the SLCA's firm power customers, environmental
organizations, Colorado River Basin States, Native Americans, representa-
tives of the Secretary of the Interior, and other interested publics will
focus on methods for identifying potential cost-effective replacement
resources and transmission system enhancements required to deliver
these resources.

Four information meetings have been scheduled to provide full opportu-
nity for public participation. All interested publics are encouraged to
attend one of the meetings and provide their comments. Notices of dates
and locations of future consultation meetings will be published in the
Federal Register and provided to interested publics. Summary reports,
including updates, meeting notes, and responses to comments will also
be provided to the interested publics. The consultation process will end
with transmittal of the Replacement Resources Methods Report (Methods
Report) to Congress.

November 8:

Albuquerque, New
Mexico
Best Western -
Fred Harvey Hotel
(near airport)
2910 Yale Blvd. SE

November 14:

Phoenix, Arizona
Western Area Power
Administration
phoenix Area Office
615 S. 43rd Avenue

November 18:

Denver, Colorado
Stapleton Plaza
3333 Quebec Street

All meetings are scheduled from 1 :30 p.m. until 5:30 p.m. local time.

Methods Identification and Documenta-

.
bon

The Replacement Resources Process will culminate in the transmittal of
the Methods Report to Congress which identifies the tools, methods and
criteria for identifying replacement resources. The Methods Report will
also identify potential replacement resources based on cost, need and
conformance with the developed methods and criteria, over a hypotheti-
cal range of replacement levels. Co'ngress did not elaborate on what else
should be considered in the Methods Report with the exception of
requiring consideration of the potential for integration of Hoover Genera-
tion (Boulder Canyon Project) and transmission enhancements that may
be necessary to deliver replacement resources.

The SLCA is interpreting the "methods" to replace the generation lost at
GCD as covering a wide range of supply-side resources and energy
efficiencies. Supply-side resources mean actual generation such as gas,
coal and nuclear, and renewable resources such as wind, other hydro,
and solar generation. Energy efficiencies refer to capacity and energy
made available through conservation and energy management programs
to meet customer's needs. The Methods Report may explain the criteria
and considerations the SlCA will use in the identification of potential
replacement resources.
