This packet was prepared to provide background for the key publics specified in the GCP Act, as well as interested publics and other stakeholders, so they can assist the SLCA in identifying economically and technically feasible methods of replacing power generation lost at GCD. Proposed Schedule Replacement Resources Process The Replacement Rllsources Process will identify economically and technically fea~ible replacement resources. It will also address transmissil~n system enhancements required to deliver these resources an? the environmental impacts of both. Public Consultation The formal public consultatihn process to identify replacements for lost hydroelectric resources be, g~n August 8, 1994, with the publication of a Federal Register notice (FRN) (59 FR 40357-403591. Ensure public involvem~nt activities are commensurate with the level of interest and concern ~xpressed by the interested publics. i I . Inform stakeholders and the public of actions/activities under consid- eration and obtain their! Involvement in the identification process. . Ensure issues and concerns raised by interested publics are addressed. . Conduct a clear and open public Involvement and technical review process. . Develop a final report that has broad-based support from the public and that identifies the Ileast-cost resources, consistent with other established objectives and criteria. ! i !
