Colorado Division of Game, Fish and Parks. <br /> <br />Comment: The Division's first comment addresses itself to <br />the adverse effects associated with a highway traversing an intensive <br />recreation area. Suggestiqns on how to minimize these effects are given. <br /> <br />Response: As previously mentioned, the route of Interstate <br />470 is not firm as was originally stated in the environmental statement. <br />Therefore, it would not be wise to discuss in detail environmental impacts <br />and possible remedial and protective measures until such time as a firm route <br />is presented. A general discussion of these measures based on comments from <br />the Federal Highw~ Administration has been included in the statement. <br /> <br />Comment: Air and noise pollution caused by highway traffic <br />must be minimized or eliminated. <br /> <br />Resnonse: These potential problems were commented on by <br />the Federal Highw~ Administration. They gave possible eolutions and <br />assurances concerning air and noise pollution. The environmental statement <br />also mentions this problem and discusses possible remedial measures <br />which could be taken. <br /> <br />Comment: Tbe discussion of the hastened eutrophication due <br />to domestic pollution should be unnecessary to even consider. Proposed <br />water monitoring is an absolute necessity. <br /> <br />Response: Although hastened eutrophication could have some <br />adverse effect on project benefits, it must be discussed since its <br />occurrence is a surety. It is an undiaputed faCt that man's presence <br />hastens the eutrophication of a body of water. The degree of increase is <br />what is critical. For a body of water such as will be created on Bear Creek, <br />the degree is not known. However, it is not anticipated that, for the short <br />economic life of the project (100 years), any significant problems will <br />develop which will reduce the recreational benefits claimed. <br /> <br />The environmental statement has been revised and updated to include a <br />discussion of the desirability of an overall water quality management plan <br />for the basin. Current predictions are that domestic pollution will not be <br />a problem of sufficient magnitude to curtail proposed uses for Bear Creek <br />Lake. However, it is pointed out that this pollution could be a nuisance <br />in the fUture unless a vater quality management plan were put into effect <br />by local agencies.
