<br />Comment: The project should discuss project life as it <br />affects long term productivity of our natural resources which would be <br />irrevocably committed by construction of the project. <br /> <br />Response: It is believed that the environmental statement, <br />as written, discusses these factors. Section VI of this statement has <br />been expanded to reflect revisions concerning long-term productivity and <br />short-term use which were developed as a result of outside agency review. <br /> <br />Comment: Item VI on page 9 appears as a biased reiteration <br />of project benefits. It should be either expanded to include all aspects <br />of this subject or eliminated. <br /> <br />Response: Regulations for preparing environmental statement <br />require the inclusion of this section. Since it appeared incomplete,it <br />was given further attention and updated where necessary. <br /> <br />Comment: The effect of the project on vater rights e:nd/or <br />irrigation should be discussed. <br /> <br />Response: This was coneidered a valid comment and a discussion <br />of this subject matter was included in the body of the statement. <br /> <br />project to <br />agencies. <br />open-space <br /> <br />Comment: The statement should discuss the relationship of the <br />ongoing progr~s and planning of concerned local governments and <br />Also to be discussed is a sound recreational plan to further the <br />programs of these governments. <br /> <br />,Response: Coordination with concerned local governments <br />and agencies has taken place in the past and is continuing to the present. <br />It is not believed that the environmental statement is the place to <br />pr~ulgate these coordinated efforts. With respect to recreation, <br />coordination is currently taking place between the Corps of Engineers, the <br />Colorado Division of Game, Fish and Parks and the Bureau of Outdoor Recreation. <br />Until a plan is developed upon which everyone involved agrees, a recreation <br />program, as a whole, cannot be discussed adequately in an environmental <br />statement. <br /> <br />7.
