PSIAC meet with Pacific Northwest River Basins Commision (PNRBC). <br /> <br />Action: Vernon Valantine, State of California, reported the <br />joint meeting had been cancelled due to some programming problems with <br />the PNRBC. A joint meeting will be arranged at some future date. <br /> <br />. <br /> <br />B. A resolution be sent to Water Resources Council regarding <br />procedures for evaluating irrigation benefits under the proposed Procedures <br />for Evaluation of National Economic Development Benefits and Costs in <br />Water Resource Planning (Level C). The resolution recommended non- <br />adoption until there had been a reasonable period of testing followed by <br />public involvement and review. <br /> <br />Action: Eugene Neblet, Federal Energy Regulatory Commission, <br />presented a letter response from the Director, Water Resources Council, <br />stating that no significant problems in applying procedures are expected, <br />but new operating procedures will be adopted if problems do, in fact, <br />materialize. A copy of the letter is included as Part C-5 of attachments. <br /> <br />7. Technical Subcommittee Reports <br /> <br /> <br />S ubcommi t tee, <br /> <br />Chairman Richard F. Sanders, Forest Service, reported on the Subcommittee's <br />December 11 meeting. No special work agenda items were developed for <br />1980, nevertheless, members feel they should continue to meet semi- <br />annually to discuss technical items of interest and concern, and be <br />available to address special assignments. <br /> <br />The report was accepted with inclusion of PSIAC discussion which assigned <br />responsibilityto Subcommittee to not only stand by for special assignments <br />and present programs to exchange expertise, but to develop a plan of <br />study (for instance, the salinity issue and sediment transport problem-- <br />both current issues). Therefore, a firm program plan is to be .fonnulated <br />for presentation at the next PSIAC meeting. (See Item 10 of these <br />minutes.) <br /> <br />Environmental and Recreation Technical Subcommittee <br />(Part C-7 of Attachments) <br /> <br />Chairman Pete Barrows, State of Colorado, reported on the activities of <br />the Subcommittee during 1979. The Subcommittee met twice last year-- <br />once in St. George, Utah, and once in Jackson, Wyoming . In St. George <br />the impact of the proposed salinity control program for the Virgin <br />River, and most particularly its impact on threatened and endangered <br />fish, was discussed. It was concluded that the project was not par- <br />ticularly economical, but if constructed would probably have little or <br /> <br />B-3 <br /> <br />e .'" <br />
