Ou3J18

PART C-2

Upper Missouri

The Council has also contracted with the Missouri River Basin Com-
mission for a "Section 13" study in the upper areas of the Missouri
River Basin. The study analyzes water availability for developing
coal technology in areas of Montana, North Dakota, Wyoming, and
South Dakota.

The Council staff has nearly completed its report on the study.
The draft report will also appear in the Federal Register for a
90-day comment period and then will be provided to the Secretary of
Energy.

Great Plains Coal Gasification

The Department of Energy has asked the Council to conduct an assess-
ment of water supply availability for a commercial scale coal
gasification project of the Great Plains Gasification Associates in
Mercer County, North Dakota. The Council is negotiating with the
Missouri River Basin Commission and the State of North Dakota to con-
duct the assessment which is to be completed in April 1980.

Pacific Northwest

The Pacific Northwest River Basins Commission is conducting, under
contract to the Council, a "Section 13" assessment in its area. The
emphasis is on small scale hydroelectric development as well as geo-
thermal electric development.

Ohio River Basin

The Ohio River Basin Commission is nearing completion of its assess-
ment report to the Council on coal technology in its area.

Other Areas

Further "Section 13" study work plans are being developed for the
Great Basin, Lower Colorado and California regions.

FLOODPLAIN/WETLANDS ACTIVITIES

Wetland/Floodplain Management

At the November 13 meeting, the Council revised the approach to
integrating wetland/floodplain management adopted at the July 18
meeting. The reference to integration was dropped, and specific
work projects were also dropped.

C-15
