<br />Proposed readjustment of Project funds by the Bureau of the Budget won't
<br />come out in detail until the proposed Budget is released in Janua.ry. Mr. Ogilvie
<br />reported on the Homestake Project contract with Colorado Springs and Pueblo.
<br />A meeting of the State Water Board's special committee on the Hornestake
<br />Project will be held in Denver soon to hear reports on the terms of the contract.
<br />
<br />Emergency Flood Repairs- - Ditch Companies will soon receive letters
<br />setting up dates for inspection6 to see if repair work has been completed or
<br />what progress had been made. Audits and inspections should be completed
<br />by May 15, 1966.

<br />Mr. Milenski asked that the Bureau look into water rights in the Marshall
<br />Pass area by the Catlin Canal Company and see if it would be feasible to them
<br />to dispose of such rights to the Conservancy District.
<br />
<br />Meetings have been held between the Bureau and the fhli~ _" Canal Company
<br />regarding use of the Divid~ Tunnel for lliline trans-mountain diversions.
<br />Bureau negotiations with the Twin Lakes Canal Company should start some-
<br />time in January or February. Meetings between the Bureau and the Pueblo
<br />Water Works will be initiated soon.

<br />Mr. Nichols reported on tile November 16th meeting of the Colorado River
<br />Advisory Committee. Governor Ed "Johnson is now 990;0 in agreement with
<br />Mr. Felix Sparks on the Central Arizona Project. Protective amendments
<br />are being prepared for discussion at meetings of the Advisory Board on
<br />January 10th and January 17th, propr to a Colorado Water Conservation Board
<br />meeting on January 28th.

<br />Mr. patterson, Division Engineer, suggested that water user meetings
<br />in the Arkansas Valley be initiated sometime in January to attempt to gain
<br />consensus agreements between surface and underground water users. Suggested
<br />that such meetings should be sponsored by the Conservancy District.

<br />Mr. Christy reported that he had~ at the direction of President Nichols,
<br />visited the U. S. G. S. Laboratory in Phoenix, Arizona, and examined the analog
<br />model built there using cooperative funds from the Conservancy District, the
<br />State Wster Conservation Board, and the U. S.G. S. The model is so large
<br />it will have to remain at the Phoenix Laboratory. They are now testing the
<br />analog computer against physical facta. Analog can determine bank storage,
<br />rates of return flows, permeability of aquifers, plant transpiration, etc.
<br />H can determine if a given well has as little as 5 second feet or 10 second
<br />feet effect on the river. Transportation losses can also be determined. Mr.
<br />Christy reported he was impressed by Mr. Patton, who is in charge of the
<br />project. Mr. Christy feels that the District has a tool that will he worth its
<br />weight in gold for administrative purposes. He recommends that a committee
<br />from the District be sent to see the model. and suggests, one from each reach
<br />of the river. The engineering committee, aided by the Division Engineer, Mr.
<br />Patterson~ could work up questions and problems to send on to Mr. Patton as
<br />he needs to know the problems involved and the needs of the Valley. Mr. Patton
<br />is now correlating available information and feeding it into the computer;
<br />conBi~ering such problems as time lags, and etc. The Division Engineer should,
<br />by all means, be sent to consult with Mr. Patton's staff.
