<br />C/') <br />,-j <br />c., <br />"..,.f <br />c....,: <br />c) <br /> <br />Salinity Control Forum, the States have agreed to (1) pursue <br />needed legislation, and (2) address related State water rights <br />issues. Members of the Forum are also taking a lead in identifying <br />procedures and serve as a focal point for coordination with <br />other affected sectors of State government. <br /> <br />A multidisciplinary planning te~ concept is being employed <br />in this study. Subteams are composed of representatives from <br />the Federal government, State governments, and private industry. <br />The six subteams and responsibilities are: <br /> <br />Water Rights/Water Supply/State Issues <br /> <br />Identify water resources, users, and disposal opportunities. <br />Identify saline water rights. <br />Identify freshwater rights. <br />Estimate conceptual collection systems. <br />Identify exchange plan for saline water and freshwater. <br />Identify legislation. <br />Identify States' permitting processes. <br /> <br />Coal Market/Supply <br /> <br />Identify commodity sources and users. <br />Describe physical facilities for sources and users. <br />Identify other commodities (including their sources/users, <br />phys ical facil ities, etc.). <br />Secure letters of intent between sources and users. <br />Identify alternative transportation systems. <br />Determine merits and identify markets for beneficiated <br />coa 1. <br />Summarize marketing studies. <br /> <br />Financial/Economic <br /> <br />Perform economic evaluations, identifying cost allocations, <br />cost-effectiveness, benefits, needs for capital, tax ramifications, <br />revenues, tariffs, etc. <br />Report costs/benefits to: Government sources, financial <br />institutions, deferred compensation partners, and equity <br />partners. Develop strategy, identify needs, and obtain <br />investment capital commitments (includes risk capital and <br />project financing). <br /> <br />Technical/Engineering <br /> <br />Define type and amount of service. <br />Describe transport mode comparisons. <br />Prepare designs and estimates for transport systems. <br />Determi ne feasi b i1 i ty of batched transport. <br />Determine research and development requirements. <br />Describe saline water use and disposal. <br />Define contract administration. <br />Summarize system testing evaluation. <br /> <br />6 <br />
