' <br /> <br />THE AQUATRAIN PROCESS <br /> <br />c <br /> <br />Responsibilities and Key Entities <br /> <br />The process being used to make AQUATRAIN a reality is as unique <br />as the project itself. An unusual combination of entities <br />have cumulative responsibility. Private industry and various <br />segments of Federal, State, and local governments are combining <br />talents and resources in AQUATRAIN planning. <br /> <br />A Cooperative Agreement dated November 11, 1983, signed between <br />the Bureau of Reclamation and Aquatrain, Inc., provides for <br />joint investigation of the project. The study will be conducted <br />within the framework of applicable Federal and State laws <br />and regulations, as well as executive orders and administrative <br />policies as they relate to water resources planning and development. <br /> <br />Aquatrain, Inc., has agreed to: <br /> <br />1. <br /> <br />Develop procedures for financing the non-Federal share <br />of the proj ect. <br />NOTE: It is envisioned that private industry will <br />finance the construction and the majority of operation <br />and maintenance of the AQUATRAIN Project. Dedication <br />of a part of commodity transport savings, in essence, <br />would support the project's salinity control objective. <br />Assume technology development responsibilities for <br />the saline water and coa1 transport system. <br />Seek to broaden participation in the project by including <br />coal users, transportation interests, and other coal <br />producers. <br /> <br />2. <br />3. <br /> <br />The goal of private industry in attaching a salinity function <br />to a coal transport project is to enhance possibilities of <br />success through a collaborative process with government. <br />A multipurpose pipeline which includes salinity control can <br />yield to the private sector a higher expectation for the project's <br />implementation. <br /> <br />The principal responsibility of the Federal government in this <br />investigation is to represent and protect the public interest. <br />The Department of the Interior through the Bureau of Reclamation's <br />Upper Colorado Regional Director is responsible for: (1) overall <br />project environmental analysis, (2) corridor selection, and <br />(3) obtaining Federal permits. Through a Memorandum of Understanding <br />signed April 4, 1983, the Bureau of Land Management (BLM) is <br />providing support to Reclamation in the planning process. <br />Specifically, BLM is assisting in preparation of environmental <br />studies and rights-of-way identification. Other Federal agencies <br />are providing technical support during project planning. <br /> <br />The seven Colorado River Basin States, (Arizona, California, <br />Colorado, Nevada, New Mexico, Utah, and Wyoming) also have <br />a role in AQUATRAIN.
