Studies to be done <br />in the preconstruction planning stage, scheduled for late <br />1983 to mid-1985, will be used to determine the feasibility <br />of the system. <br /> <br />The intent of AQUATRAIN is to meet the objectives of government <br />and private industry by: <br /> <br />* Saving U.S. taxpayers hundreds of millions of dollars <br />in salinity control monies <br />* Converting a polluting substance into a resource <br />* Stimulating the western U.S. coal industry <br />* Helping stablize electric rates by providing competition <br />in coal transport <br />* Contributing to reduction of America's dependence on <br />imported energy <br />* Providing jobs, not only during construction, but throughout <br />its 100-year projected lifespan <br />* Helping maintain international relations by protecting <br />the integrity of agreements with Mexico <br />* Enhancing the balance of trade by making U.S. coal competitive <br />in international markets <br /> <br />3 <br />
