Using this
-fishbowl- approach, government and private industry representatives
share with the public new ideas and possibilities as they
evolve. In this stage, it is important to remember that many
questions are yet unanswered, thus the need for further planning
studies. The public provides a valuable service in this stage
by identifying issues, needs, potential problems, and benefits
associated with various possibilities. This feedback is then
incorporated into the project plan for evaluation, resulting
in an effort that hopefully will' be acceptable and beneficial
to all.

The AQUATRAIN concept is evolutionary and new possibilities
continue to emerge. Every effort is being made--through corres-
pondence, informational mailings, news reports, and public
speeches--to keep concerned individuals and groups informed
on the project's current status. In later stages of the project,
formal public meetings will be held.

7
