The proposal should specifically address how the contractor will coordinate with water <br />users to inventory and evaluate various technical options. <br /> <br />Proiect Costs - The proposal should include the cost for each work task and a total cost. The <br />number of hours allocated for each task by personnel responsible for these tasks should be identified. <br />Also, a schedule of the hourly rates of the firm's personnel effective for the duration of the contract, <br />together with transportation costs per mile, per diem travel rates, overhead charges, etc. should be <br />included . <br /> <br />Proiect Schedule - The proposal should include a schedule for completing the scoping effort within <br />the first three (3) months, and completion of the project within two (2) years, including project <br />milestones and adequate time for review by the DNR Management Team and the TSC. Meetings <br />shall be scheduled at key decision making points during the study. <br /> <br />SELECTION PROCESS <br /> <br />State Selection Process - Proposals may be submitted by engineering consulting firms qualified to <br />practice water resource engineering. The final qualification of firms will be based on their <br />proposals. Section 24-30-1403(2), C.R.S., specifies that a state agency: <br /> <br />". ..shall conduct discussion with no less than three persons regarding <br />their qualifications, approaches to the project, abilities to provide the <br />required professional services, anticipated design concepts, and use <br />of required professional services. " <br /> <br />After holding such discussions, the firms involved are to be ranked in order of preference: <br /> <br />"...considering, and based upon, such factors as the ability of <br />professional personnel, past peiformance, willingness to meet time <br />and budget requirements, location. current and projected work <br />loads... In selection.... Colorado firms shall be given preference when <br />qualifications appear to be equal. " <br /> <br />The following process will be used to evaluate and rate proposals and select the consulting <br /> <br />firm: <br /> <br />1. <br /> <br />The written proposals will be evaluated by the Executive Director of the DNR, or his <br />representative, Senior Staff members of the CWCB and OSE, the Director of the <br />CWCB and the State Engineer. A short list will be developed of the top three <br />qualified firms. All firms will be notified of their status on or before September 23, <br />1993. <br /> <br />2. <br /> <br />An oral presentation to the Selection Committee will then be scheduled for September <br />24, 1993, with each of the top three qualified firms at which time the firm will <br /> <br />6 <br />
