<br />present its proposal. Each firm will be allowed up to 40 minutes for their <br />presentation and up to 20 minutes for questions and answers. Based on their <br />evaluation of the written proposals and oral interview, the Selection Committee will <br />rank the three fmns and recommend to the CWCB that contract negotiations be <br />initiated with the most highly ranked firm. <br /> <br />e <br /> <br />3. The final ranking of the top three fmns will be based upon their written proposal and <br />their oral interviews. <br /> <br />4. Contract negotiations will then be initiated with the highest ranked fum. If a <br />satisfactory contract cannot be negotiated, negotiations with the second qualified fum <br />will be initiated, and so on. <br /> <br />Selection Committee - The Selection Committee will consist of the Executive Director of the DNR, <br />or his representative, the Director of the CWCB, the State Engineer and two members of the CWCB. <br /> <br />Evaluation Criteria - The Selection Committee will consider the relevant experience of the project <br />team, the team's understanding of the project goal and objectives, how well the proposed scope of <br />services meets the needs of the project, written and oral communication skills, and if the project can <br />be completed on time and within budget. <br /> <br />The general categories for scoring the proposal and oral interviews will be as follows: <br /> <br />\. <br /> <br />Project team capabilities <br />. fum(s) qualifications <br />. personnel qualifications <br />. team organization <br />. project management <br />. coordination with and reporting to the TSC <br />. quality assurance <br />. project administration <br />. ability to stay within budget <br />. ability to meet the schedule <br />. software and hardware capabilities <br /> <br />e <br /> <br />2.
